The TA Siedlungsabfall (TASi) of May 14, 1993 was the third general administrative regulation for the Waste Act . It was repealed with effect from July 16, 2009 by the general administrative regulation on the repeal of administrative regulations on landfill law of April 27, 2009.

These technical instructions were brought into being in 1993 due to a sharp increase in the amount of waste and already recognizable environmental damage from the disposal of untreated municipal waste. Contaminated seepage water and methane gas , which has a greenhouse effect, prompted the search for new disposal concepts.

The most important principle of the TASi, for example, was the dumping of untreated waste in Germany since June 1, 2005. The strict requirements of the regulations meant that municipal waste could only be landfilled as slag after it was first incinerated. With the expiry of the last transition period in 2005, pure household waste landfills (without pre-treatment) are not permitted, which has led to the closure of a considerable number of landfills in Germany.

Since March 1, 2001, when the Waste Deposit Ordinance (AbfAblVO) came into force on February 20, 2001, after long negotiations between the federal government and municipalities, not only waste incineration but also mechanical-biological waste treatment plants (MBT) could be approved. Even if the Waste Disposal Ordinance was to be regarded as an update of the TASi, it retained its significance until July 16, 2009, as the provisions of the Waste Disposal Ordinance referred to certain TASi regulations.
