Ishii became a civil servant in the "Ministry of Self-Government" after studying at the law faculty of the University of Tokyo , and then after the reform of the central government in 2001 in the "Ministry of General Affairs" . There he was most recently shingikan (position among the state secretaries ), head of the department for local and prefecture taxes and, from 2002, head of the Shōbō-chō , the national fire and disaster control authority.

In 2004 , Toyama Prefecture Governor Yutaka Nakaoki retired after serving 24 years. Ishii ended his civil service career and applied for his successor. His candidacy was supported by the major parties, the trade union federation Rengō Toyama and the local association of agricultural cooperatives ( JA Group ). Against only one CPJ-supported opponent, he received over 250,000 votes with a low turnout and was certainly elected, in 2008 he was confirmed in office even more clearly - again against only one Communist-supported challenger.
