Taxbird is a free ELSTER client, i.e. free software for making the German VAT advance return via the German system for the electronic transmission of tax returns called ELSTER. It is developed by Stefan Siegl in the C programming language and distributed under version 3 or higher of the GNU General Public License (GPL). It is currently the only free software that enables the pre-registration of sales tax, which has been mandatory since the beginning of 2005, via telecommunication line. The transmission of annual tax returns and income tax returns is not supported because the interfaces required for this are not released for freely licensed applications.
The program is modular, the program library libgeier is used for the actual reporting of the control data , Taxbird itself is a front end with a graphic user interface (GUI) based on GTK + to the library. The design is based on the proprietary freeware ElsterFormular .
The software was included in the Linux distributions Debian , Ubuntu and Gentoo . Packages for openSUSE are available in the PackMan archive . In 2012 the further development of Taxbird was stopped. As his successor, Siegl developed the Geierlein application based on HTML and JavaScript .
On October 26, 2018, the Bavarian State Tax Office announced that the Elster registration process on the open interface will be switched off in mid-January 2019. As a result, data transmission is only possible via a proprietary interface; there is no longer any possibility of developing free software for the transmission of tax returns. This forced the suspension of the Geierlein project .
