Technical rule for pipelines

The technical rule for pipelines in Germany reflects the state of the art for the construction and operation of pipeline systems that are subject to the Pipeline Ordinance of September 27, 2002. It is developed and continued by the Committee for Pipelines. According to Section 9 of the Pipeline Ordinance, the committee is part of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety .

history

Until the expiry of the Ordinance on Flammable Liquids (VbF) on January 1, 2003, the technical requirements for long-distance lines were contained in the Technical Rules for Flammable Liquids (TRbF). The TRbF 302 dealt with the construction and operation of pipelines.

The first binding version of the technical rule for pipelines according to Section 9 (5) of the Pipeline Ordinance of March 19, 2003 was published in Federal Gazette No. 100a of May 31, 2003.

On March 8, 2010, the TRFL, completely revised by the Committee for Pipelines (AfR), was published in the Federal Gazette by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. The revision was coordinated with the Committee for Industrial Safety according to Section 24 of the Industrial Safety Ordinance and with the Commission for Plant Safety according to Section 51a of the Federal Immission Control Act.

scope of application

The technical rule is applied to pipeline systems that fall under one of the numbers 19.3 to 19.6 of Appendix 1 of the Environmental Impact Assessment Act (UVPG) and in which the following substances are transported:

  • Flammable liquids with a flash point of less than 100 degrees Celsius as well as flammable liquids that are transported at temperatures equal to or above their flash point,
  • liquefied or gaseous substances with the feature F ( highly flammable ), F + ( highly flammable ), O ( oxidizing ), T ( toxic ) T + ( highly toxic ) or C ( caustic )
  • Substances with the R-phrases R14, R14 / 15, R29, R50, R50 / 53 or R51 / 53

Pipeline systems that are subject to operating plan procedures under mining law are excluded from the application (however, they can be viewed as generally recognized rules of technology within the meaning of the Federal Mining Act (BBergG)).

Demarcation

  • The TRFL does not apply to high-pressure gas lines used for public gas supply.
  • Pipeline inserts for the transport of acetylene are not covered by the TRFL; the TRAC (Technical Rule Acetylene Plants and Calcium Carbide Storage) applies.
  • In addition, pipeline systems that are subject to the operational planning procedure under mining law are excluded from the application of the TRFL. In this case, the TRFL is only to be regarded as a source of knowledge for the approval of operating plans for the construction, operation and testing of pipeline systems for the transport of water-polluting liquids.
  • Oxygen long-distance lines that are built or operated by the Bundeswehr are also excluded.
