The Thuringian State Finance Directorate (LFD) was part of the three-tier structure of the Thuringian financial administration as a connecting link between the Thuringian Ministry of Finance as the highest state authority and the twelve tax offices of the Free State. The Thuringian State Finance Directorate, as the intermediate authority , exercised the service and technical supervision of the tax offices in Thuringia, which employ around 2,600 people.

Headquarters and offices

The Thuringian State Finance Directorate had its headquarters in Erfurt. Further locations existed in Gera, Nordhausen, Stadtroda and Suhl.

history

The Thuringian State Finance Directorate emerged on February 1, 2006 from the Oberfinanzdirektion Erfurt. In order to simplify its financial management, the state of Thuringia dissolved its state finance department on December 31, 2018.

Structure and tasks

The Thuringian State Finance Directorate consisted of 21 units, which were spread over three departments. A total of around 600 employees worked in the authority (as of 2017).

  • In the Taxes department, the departments , which are broken down by type of tax, oversee the twelve Thuringian tax offices and support them in their daily work. Their aim was to ensure uniform tax assessment and collection and to be a competent contact person for the tax offices in detailed tax issues. The Thuringian State Finance Directorate was not a direct contact for inquiries from citizens in tax matters. Further departments were responsible for personnel and organizational matters as well as for the automation-technical support of the tax offices and the state finance department.
  • The remuneration department was responsible for the salaries, pensions and benefits of the approximately 31,100 civil servants and the approximately 9,700 pension recipients as well as for the remuneration of the approximately 25,700 employees of the Free State of Thuringia. The department also included the Landesfamilienkasse, which, under the supervision of the Federal Central Tax Office, set and paid child benefit to the employees of the Free State of Thuringia. The state aid office of the Free State of Thuringia was located in one of the presentations. Here, allowances were set for civil servants and pension recipients as well as their relatives in cases of illness and care as a supplement to the current civil servant salaries.
  • The general finance department had different main tasks. The state main treasury was located in this department and was responsible for all deposits and withdrawals from all Thuringian offices. As a state-internal service provider, the HAMASYS competence center oversaw the ongoing operation of the automated household management system in the Free State of Thuringia. Other tasks of the department included the responsibility for fiscal inheritance of the Free State of Thuringia, the central exploitation of movable state assets and the handling of claims for damages.

The Thuringia Central Transport Service was also integrated into the Thuringian State Finance Directorate. The same applied to the former offices for unresolved property issues, whose tasks have been performed by the Thuringian State Finance Directorate since January 1, 2012.
