Thomas Brooke was the son of Thomas Brooke Sr. (1632–1676) and his second wife Eleanor Hatton (1642–1725). He worked as a planter and lived on his Brookefield estate in Prince George's County. Brooke was also a militia member and held various judge posts. In addition, he also held some church offices. He also began a political career in Maryland. He was part of the upper house of the colonial parliament and, with interruptions, of the council. In 1720 he was its chairman. In this capacity he had to bridge the time between the terms of the colonial governors John Hart and Charles Calvert as acting governor. Thomas Brooke was married twice and had four children from his first marriage with Anne Addison, who died around 1684. The second marriage to Barbara Dent remained childless.
