In 1990 the building was converted into a shopping center at a cost of £ 47m to create a Covent Garden in London's East End , but the project proved unsuccessful and the company had to file a settlement. The property is not located on a major shopping mile and is also difficult to reach by public transport. The building had been almost completely empty since the mid-1990s; The only tenant was a sandwich shop and plans to turn the building into a factory outlet were never realized. Nevertheless, the building will be preserved; quite a few cleaning and security staff are employed there and there is even a kestrel there that is supposed to drive away pigeons.

Occasionally the building is used for large corporate events, such as B. from Vodafone or ABN AMRO 2005 for a company party. In early 2004, part of the building was used as studios for the reality TV series Shattered the Channel 4 used. A number of premiere parties for various films also took place there. Scenes from episode 6 of the BBC One drama Ashes to Ashes - Back to the 80s were shot in Tobacco Dock, which had been prepared for this purpose in 1981, even though the building was supposed to be prepared to accommodate the shopping center that failed in 1990.

In 2003 it put English Heritage on its list of buildings in danger. In 2004 a meeting was arranged with the owners, a Kuwaiti investment company called '' Messila House '', to find a solution. The English Heritage spokesman said: “We see the Tobacco Dock as a priority project because the building is too big and important to leave empty. It is one of the most important buildings in London and when we find a new use it will strengthen the whole area. " In 2005 the owners announced that they were planning a mixed use for the Tobacco Dock, which should probably contain a 4-star hotel, shops and luxury apartments. The architects are Hellmuth, Obata + Kassabaum .

On the 26.-28. September 2008 the 4th International London Tattoo Convention took place in Tobacco Dock .

By 2009 the entire mall was well maintained and open to the public as there was a single sandwich shop there. Now that this store has been closed, the entire complex has been paneled and is no longer accessible.
