background
The Chuuk Legislature has requested a state status report from the state state commission. While this shows various possibilities, all but independence have proven to be "impractical, unrealistic and impossible". The possibility of becoming an outer territory of the United States of America was denied on the grounds of political control.
At the end of February 2015 , the governor of Chuuk, Johnson Elimo , postponed the referendum because further consultations were necessary. The then Micronesian President Manny Mori rejected independence from Chuuk with reference to the constitution, which precludes secession. The Commission, on the other hand, relies on international law and a case similar to that of Kosovo .
