The United People's Movement (UPM) was a political party from Antigua and Barbuda . It was founded in 1982 by the former Prime Minister of Antigua and Barbuda George Walter . In the 1984 general election , the party put up 15 candidates. It achieved 23.04% with 4,401 votes. However , she could not win a seat in the House of Representatives . In 1986 the party merged with the National Democratic Party to form the United National Democratic Party .
