Conservation Authority
Nature conservation authorities are responsible for the enforcement of nature and species protection law, especially the Federal Nature Conservation Act and the state nature conservation laws as well as the statutory ordinances issued on the basis of these laws . The nature conservation authorities are regularly assigned to the state ministry responsible for nature conservation as the highest nature conservation authority.
The structure can be in two or three stages, depending on the state. One distinguishes
- the highest nature conservation authorities, usually the environmental ministries of the federal states,
- the upper conservation agencies, usually state offices , state administration offices or regional councils and
- the lower nature conservation authorities usually the administrations of the rural districts and urban districts .
Different administrative organizations are possible in the city-states . In Berlin, for example, the Senate Department for Urban Development and the Environment is the highest nature conservation authority, while the district offices represent the lower nature conservation authorities. This is defined in the Berlin Nature Conservation Act. In North Rhine-Westphalia these authorities were known as the Landscape Authority until the amendment to the State Nature Conservation Act on November 15, 2016.
