Ursula Brunner (born June 23, 1950 ; died July 17, 2019 in Zurich ) was a Swiss lawyer.

Career

Ursula Brunner mainly devoted her professional activity to environmental law issues. Between 1985 and 2003 she played a key role in the commentary on the Environmental Protection Act and thus in shaping the then young area of law. In addition, she wrote articles in specialist journals on environmental law topics. In 2008 she was awarded an honorary doctorate by the University of Zurich for her achievements as a “pioneer in environmental law”. Between 1998 and 2004 Ursula Brunner served as a substitute judge at the administrative court of the Canton of Zurich. As a lawyer, she acted as an appraiser and consultant, accompanied legislative projects as an expert and took a seat on the Federal Commission for Air Hygiene (EKLB) and on the Advisory Commission of EAWAG .

In addition, she was on the board of the Association for Environmental Law and on the editorial committee of the specialist journal "Environmental Law in Practice". Her forensic work also focused on environmental law issues, mainly in the areas of contaminated sites and climate law.

Lawyer for more climate protection

Ursula Brunner also acted as a lawyer for the Swiss Climate Seniors. She wrote the complaint with Cordelia Bähr. 384 women of AHV age sued the federal government because not only the current but also the planned climate legislation violated their basic constitutional right to life and health.

Older women are much more affected by climate change than the rest of the population. For physiological reasons, they are exposed to a much higher risk of heat-related damage to health during hot periods. Heat could lead to death for older women, said lawyer Ursula Brunner when she presented the lawsuit to the media.

The action brought by the KlimaSeniorinnen was filed with the Federal Department of Environment, Transport, Energy and Communications DETEC in 2016 - and then rejected. The complaint that they submitted to the Federal Administrative Court in May 2017 was also rejected in December 2018. However, they moved the lawsuit to the federal court.

Engagement in the field of water protection

Ursula Brunner was a long-time member of the board of trustees of the Greinastiftung for the preservation of alpine rivers.
