The Association of Substitute Funds e. V. (vdek) is the interest group for the replacement funds in Germany at the federal and state level as well as a provider of services. The vdek is based in Berlin . The six members of the association are the Barmer Ersatzkasse , DAK-Gesundheit , HEK - Hanseatische Krankenkasse , Handelskrankenkasse , Commercial Health Insurance - KKH and Techniker Krankenkasse .

In Germany, the association represents the interests of the members in negotiations with service providers and political decision-makers at state and federal level. The association supports and advises member funds and their care funds in the implementation of their tasks and offers legal support. The tasks and forms of cooperation are regulated in the association statutes and the rules of procedure of the state representations. The head office works with the member funds at the federal level to develop strategic concepts as well as framework recommendations and specifications, for example for budget and remuneration negotiations with hospitals, doctors, pharmacies and dentists. The state representations develop concepts that are tailored to the respective country and organize the supply on site. This is done in the context of negotiations and through the conclusion of contracts. In addition, they represent the substitute fund positions in relation to state politics and participate in hospital and medical care planning. Part of the representation of interests is the representation of the substitute funds in the central association of health insurance funds and in federal and medical committees. Here he ensures a coordinated opinion in advance. At the international level, the vdek is a member of the AIM - Association Internationale de la Mutualité . In addition, the association is involved in the joint office of the German social insurance .

history

On May 20, 1912, the Association of Commercial Registered Aid Funds (substitute funds) with its seat in Leipzig was founded in Eisenach as an interest group, later renamed the Association of Employee Health Insurance Funds (VdAK). At the beginning, the Gründerkassen represented 120,000 members across Germany. In addition, the later Arbeiter-Ersatzkassen-Verband (AEV) was established in 1938 as an association of independent health insurance companies , the management of which has been carried out by the VdAK board since 1957.

In the course of the health reform of 2007 , which included the establishment of a single umbrella association for statutory health insurance ( Central Association of Health Insurance Funds ) on June 1, 2008, essential functions previously performed by the VdAK / AEV were transferred to the new National Association of Statutory Health Insurance Funds due to legal allocation On December 31, 2008, the VdAK / AEV lost its status as one of the central associations for statutory health insurance. On December 31, 2008 the AEV dissolved and the only remaining member, the Gmünder Ersatzkasse , became a member of the VdAK. As a result, the VdAK renamed itself on January 1, 2009 to the current Association of Substitute Funds (vdek) .

The association has had its headquarters in Berlin since June 29, 2009.

organization

There are 15 regional representations and the vdek office in Westphalia-Lippe in Dortmund. As of May 2017, a total of around 610 employees worked for this association: around 260 employees at the Berlin headquarters, a total of around 320 employees in the state representatives and over 30 employees in regional care support points.

The association is managed by a full-time executive board, whose chairman has been Ulrike Elsner since July 2012.

Members

The six members are the Barmer Ersatzkasse , DAK-Gesundheit , Hanseatische Krankenkasse , Handelskrankenkasse , Commercial Krankenkasse - KKH and Techniker Krankenkasse . They form a cooperation and liability community. This allows them to exercise their influence in the contract and remuneration negotiations with the service providers as well as against politics and the public.

General meeting

The local government is supporting principle of statutory health insurance in Germany. It is not only a control body for board members and administrations of the health insurance carriers, but also a sign of the democratic participation of the insured. This is because the insured, through their representatives elected to the administrative boards of the health insurances, help to decide on essential issues of the statutory health insurance. Like its member funds, the association is organized according to the principle of self-administration. Its most important decision-making body is the general assembly, which is made up of voluntary representatives. Together with the entire Board of Management, it forms the link to the replacement funds. The association's general assembly consists of 27 insured person representatives and nine employer representatives, who are each delegated by the administrative boards of the six substitute funds. Every six years, the insured elect their representatives in the social elections, who are thus democratically legitimized. Based on the number of eligible voters, the social elections are the third largest after the elections to the German Bundestag and the European Parliament. The elected representatives perform their duties as volunteers.

Full board

Each member fund sends its full-time board and up to two honorary members to the entire board of the vdek. The association chairman and his deputy are elected from among the voluntary members of the entire board. The election is made by the general assembly. The deputies of the honorary vdek association chairman Uwe Klemens are Christian Zahn, Thomas Auerbach and Hans-Jürgen Schnurr.

Members magazine

The association publishes the Ersatzkasse magazine , which appears every two months . The association magazine first appeared in 1916 and was entitled Die Ersatzkasse until 2009 .
