The constitution of the Free State of Saxony was drawn up on May 27, 1992. It came into force on June 6, 1992. The Saxon state parliament passed it as the constituent state assembly on May 26, 1992 with a majority of 132 votes to 15 with 4 abstentions. So far, it has only been changed once to introduce a debt brake.

history

The forerunners of this constitution were the Saxon constitutions of 1831 for the Kingdom of Saxony , of 1920 for the time of the Weimar Republic , in which Saxony was defined as a member of the German Empire , and of 1947 during the Soviet occupation.

On the occasion of the fifth anniversary of the final vote on the constitution, the Saxon Constitutional Medal was donated in 1997 . It is awarded annually to people who have made outstanding contributions to the free democratic development of the Free State.

In July 2013, the constitution was supplemented by the Saxon state parliament with a debt brake (Article 95), which should prevent future state parliaments from taking on new debts .

Saxony's constitution provides for the establishment of an emergency parliament in Section 113 . In the course of the spread of the 2020 pandemic, in which the free movement of most citizens was severely restricted, this passage is becoming increasingly important.
