The Verkehrsverbund Luzern (VVL) has been planning and financing public transport in the canton of Lucerne since 2010 and runs the office of the Passepartout tariff association . It emerged from the merger of the cantonal department for public transport, the special purpose association for public urban transport and the Passepartout tariff association . 2016 of the Transport Association Lucerne were a total of 100 in the area lines carried about 106 million passengers.

The Lucerne Transport Association is a public service institution with its own legal personality and is headed by a seven-member association council, which is responsible for strategic management. To this end, the association conducts a customer satisfaction survey in Central Switzerland every two years.
