The ordinance on noise protection for public television presentations in the open air for the 2014 World Cup created the legal requirements for Germany for public viewing events on the occasion of the 2014 World Cup .

Without the regulation, public viewing on the occasion of the soccer World Cup would have violated German pollution control law in many cases. The reason was the delayed kick-off times for the World Cup games in Brazil on the one hand and the night's sleep in Germany on the other. The ordinance gave the municipalities that were responsible for approving such events the legal leeway to allow exceptions to applicable noise protection rules. Despite its name, it was not a noise protection ordinance, but a "noise permit ordinance".

The regulation consisted of four paragraphs. Section 1 stipulates that the ordinance applies to systems within the meaning of Section 3 Paragraph 5 No. 1 and 3 of the Federal Immission Control Act , provided that these systems are suitable for public television presentations in the open and do not require a permit in accordance with Section 4 BImSchG. Open-air theaters , leisure and amusement parks , beer gardens , festival areas , sports fields and marketplaces were particularly affected . The regulation did not apply to the private sector. Anyone who watched the World Cup matches privately on their terrace or balcony could not invoke the regulation.

Section 2 (1) of the ordinance stipulated that the immission guide values ​​in accordance with Section 2 (2) of the sports facility noise protection ordinance must not be exceeded for outdoor public viewing . Section 2 (2) of the ordinance referred to further provisions of the sports facility noise protection ordinance, which thus also applied to the public broadcasts of the football World Cup.

The relationship between the ordinance and the corresponding regulations of the federal states was regulated in Section 3. Section 4 regulates the entry into force and expiry of the ordinance.
