The regulation on the international rules of 1972 for the prevention of collisions at sea stipulates that the so-called collision prevention rules (officially: International rules for the prevention of collisions at sea ) on the maritime waterways, the federally owned ports and in the rest of the German territorial sea and for all ships under German flag are valid on the high seas. The ordinance was issued on the basis of the law on the tasks of the federal government in the field of maritime shipping of May 24, 1965. The ordinance came into force on July 15, 1977; the current version is dated January 31, 2012.

With this ordinance, the collision prevention rules (KVR) adopted by the IMO in 1972 have been implemented in national law (§ 1) and further provisions have been issued, in particular their scope (§ 2), "Basic rules for behavior in traffic" (§ 3) and "responsibilities" (§ 4) have been defined. The KVR itself is attached to the ordinance as an appendix.

The ordinance also specifies which offenses are to be assessed as an administrative offense under German law. This includes, for example, driving a ship under the influence of alcohol or drugs, participating in an activity of bridge or deck service under such influence, as well as dangerous maneuvers at inappropriate speed. Violating the right of way is also an administrative offense. However, the regulation does not contain any information on a possible sentence. The prosecution and prosecution of the offenses is entrusted to the responsible waterways and shipping directorates.
