Meeting places (including places of assembly ) are in accordance with Model building code (MBO) and the country's regulations on the construction and operation of assembly points ( Assembly Ordinance VStättV / VStättVO) building (meeting) rooms for individually more than 200 visitors. They also apply to meeting places with several meeting rooms that can hold more than 200 visitors in total, if these meeting rooms have common escape routes.

Outdoor facilities with scene areas , the visitor area of which can hold more than 1000 visitors each and which consist entirely or partially of structural facilities (e.g. fences), are also referred to as meeting places.

Sports stadiums that can hold more than 5,000 visitors also fall within the scope of the Ordinance on Places of Assembly.

Increased demands are placed on fire protection and escape and rescue routes at meeting places . They are approved as special structures according to building law . Special features also arise for the choice of the technical building equipment, the decorations and components or materials and for the execution of the seating. The respective assembly place ordinance of the federal states also regulates the use of security and rescue forces or the use of specialist personnel, concepts and plans in certain cases.

In practice, implementing the regulations is often difficult. In meeting places, this not only affects the visitors, but also the employees within the scope of the regulatory area of occupational safety and health . The operator is always responsible for the safety of visitors and employees within the meaning of the Venue Regulations.
