Displacement help

In German social policy and welfare, displacing aid refers to systematic administrative action in the provision of aid, "in which those in need are faced with hurdles that they cannot overcome in their current constitution," that is, the withdrawal of the needy from receiving benefits or the deterrence of the application for support services. As a rule, the sales aid practice is illegal.

Homeless assistance

Classic examples come from the area of homelessness and social assistance ; as repellent aid is referred to when daily rate payouts are limited in the help for living expenses for non-local homeless to a few days per month.

In assistance to the homeless, the term “displacing aid” also addresses the connection between poverty, unsuitable help and homelessness. The poor not only have “the problem of being poor”, but also have “handicaps” like other social groups. If “people with problems that they cannot solve themselves” are turned away or receive “unsuitable help (we called it displacing help)” or are directly expelled, the situation often arises for them to move to where they can get help. Displacement help, because of unsuitable help, then leads to homelessness.

Until the mid-1990s, instead of homeless or homeless assistance, the term non-sedentary or non-resident assistance was used. However, this term was abolished after an intensive technical discussion because it assumes a characteristic of the person that is enforced in the first place by the displacing nature of the help.

Failure through forced offers

Unemployed initiatives and counseling centers describe the application of the Hartz IV laws as displacing aid; Measures such as "checking the actual availability [...] for the labor market" through low-wage or low-quality "immediate offers" or the establishment of an internal inspection service and a field service by the working groups serve more to deter those in need than to permanently reintegrate them into the labor market . Social law expert Helga Spindler also complains that forced help on young people who do not voluntarily take part in offers for integration can lead to failure.
