Administrative office for internal restitutions

Administrative Office for Internal Restitutions was the name of one and later two German federal authorities in the area of ​​responsibility of the Federal Ministry of Finance for the reparation of National Socialist injustice, namely for the return of effects to prisoners of the National Socialists and the Allies. Effects are the personal property that was taken from prisoners when they were arrested.

On July 17, 1947 in Bad Nenndorf from the British occupation of the Disposal Board established as restitution authority and on October 8, National Board of asset management renamed (Central Claims Registry).

In 1955, in the third part of the transition agreement , Germany undertook to “restitute identifiable assets to victims of National Socialist persecution” under the heading Internal Restitution, following the legislation of the occupying powers. Art. 2 sentence 2 reads:

"The Federal Republic will entrust a federal agency to ensure the fulfillment of the obligation assumed in this article in compliance with the provisions of the Basic Law,"

The administrative office for internal restitutions took over this task from its predecessor authority. The administrative office was mentioned for the first time in the 1955 federal budget. The office was later moved from Bad Nenndorf to Stadthagen .

On July 1, 1978, the main office of the administrative office was relocated to Hanover and “affiliated” with the regional finance office there.

On April 1, 1957, the Munich central registration office for reimbursement, which had emerged from an authority in the US zone , became a branch of the administrative office, became "independent" on July 1, 1978 and "affiliated" to the Munich Regional Finance Directorate. Since 1978 there have been two administrative offices for internal restitutions.

As is the case with the work of the administrative office, little is known about its staff. In 1963 Helmut Ohrtmann (* March 4, 1898 - † February 9, 1991) became head of the administrative office. After receiving his doctorate in 1922, the lawyer initially worked in the foreign service, then in the judiciary and, from 1942, with the Reich Commissioner for the Treatment of Enemy Property . In 1944 he became district court director.
