The Federal Office for Central Services and Unresolved Property Issues ( BADV ) is a higher federal authority within the portfolio of the Federal Ministry of the Interior . It combines the previous Federal Office for the Regulation of Open Property Issues (BARoV) and the service center of the Federal Office of Finance . Until December 31, 2016, the BADV was part of the Federal Ministry of Finance . The central service areas are to be integrated into the Federal Office of Administration (BVA) by June 1, 2017 . The competence center for personnel administration and system control was separated from the BADV and transferred to the Federal Information Technology Center .
