The Federal Agency for the Digital Radio of Authorities and Organizations with Security Tasks ( BDBOS ), based in Berlin, is a federally direct, legally competent institution under public law . Originally, the then Federal Minister of the Interior, Otto Schily, awarded the contract to DB-Telematik, a Deutsche Bahn subsidiary, to set up and operate the digital authority radio network without a tendering process .

After several months of negotiations between the railways and the federal government or the states on the scope of services and costs of network development failed in December 2006, the federal and state governments pushed ahead with the development of digital radio on their own. The BDBOS should coordinate the network structure. BDBOS has commissioned an external project controller to support the highly complex overall control during network construction.

Since January 1, 2019, BDBOS has also been the owner of ALDB GmbH, the technical operator of the BOS digital radio network.
