Administrative business economist (HVSV)

Administrative business economist (HVSV) is a profession qualified by the Hessian Administrative School Association (HVSV) through an advanced training course for administrative specialists and graduates of the degree program Diplom-Verwaltungswirt (FH) . It covers the subject areas of the legal forms of public companies, investment and financing, corporate taxation, commercial accounting, personnel management and project management .

The advanced training course for business management qualification to become an administrative business economist (HVSV) builds on the basic business management knowledge acquired in advanced training course II of the administrative specialist and imparts the business management knowledge and skills required as part of the modernization process in public administration.

Objective and admission requirements

The main point of the training is to deepen the existing business knowledge and skills and to solve business management tasks. The course is intended for employees in public administration . We accept employees with an administrative specialist degree and civil servants in the higher non-technical administrative service or with an equivalent degree outside of administration.

Training content

The advanced training course comprises 360 hours of instruction (approximately one year) and takes place part-time. Sub-areas are:

  1. Legal forms of public companies: legal bases, legal form alternatives, decision criteria, effects, overview of insolvency law.
  2. Investment and financing : basics, financial planning , external financing , credit substitutes , internal financing .
  3. Corporate taxation : Basics of tax law , income tax , corporation tax , sales tax , trade tax .
  4. Commercial Accounting : control model as a starting point, generally accepted accounting principles , balance sheet classification and assessment, classification of the income statement , management report and notes , accounting policy and financial statement analysis , corporate accounting duty , operating income , full and variable costing , standard costing , profitability calculation , controlling .
  5. Marketing : Basics and special features of marketing in public administration , market research , definition of marketing goals, development of marketing strategies, use of marketing instruments , e-government .
  6. Personnel management : employee communication , interviewing , psychological aspects of personnel management, conflict management .
  7. Project management : Basics of project management, project planning , project structure organization, project development .
  8. Statistics : Obtaining the numerical material, presentation of the numerical material, statistical evaluation of the numerical material.

Exam and certificate

The exam consists of three written examination papers of three hours each in the sub-areas

  • Legal form of public companies
  • Corporate taxation
  • Commercial accounting

and a term paper from the sub-areas

  • Investment and finance
  • Marketing or Human Resource Management.

Successful participants receive a final certificate with the individual grades and a certificate with the designation Verwaltungsbetriebswirt (HVSV) .
