Political career

This started his political career. From 1997 to 2004 he was an elected member of the Kėdainiai district council . After he was rejected by President Valdas Adamkus for the office of Minister of the Interior, he was elected one of the four deputy presidents of parliament.

In April 2006, he led a dissenting group that wanted to break the corruption allegations against Labor Party leader Viktor Uspaskich. First, Muntianas was elected to succeed Artūras Paulauskas, who had resigned due to a company car affair, as the new chairman of parliament. Shortly afterwards, on May 1, 2006, he and six other MPs announced that he was leaving the Labor Party.
