People's Artist of Russia (officially People's Artist of the Russian Federation ; Russian: Народный артист Российской Федерации ) is an honorary title awarded by the Russian state to individuals for special merits in one of the fields of the performing arts .

The honorary title has existed since December 1995, when it was officially introduced by presidential decree . The current legal basis for the award of the title is the 1995 decree and another decree from September 2010, which establishes the current version of the Russian system of state honorary titles and awards. In the performing arts (including music , theater , ballet , cinematography, etc.), “People's Artist of Russia” is the highest national award according to this system. It is thus to be seen analogously to the titles of People's Artist of the Russian SFSR and People's Artist of the USSR awarded in the Soviet Union until 1991 .

According to the 1995 decree, the honorary title “People's Artist of Russia” is awarded only to artists who already hold the honorary title of “ Honored Artist of Russia ”, which is lower in the Russian award hierarchy, and not earlier than five years after the award of the latter. The award is made by a separate presidential decree and usually comes into force on March 25 of each calendar year, the so-called day of honor of the Russian cultural worker, which is celebrated annually on this date. From 1996 to the present day, several dozen cultural workers have received the title each year.
