The WDR Act is the legal basis for Westdeutscher Rundfunk Köln (WDR), a non-profit, state - direct public-law corporation ( Landesrundfunkanstalt ) of the state of North Rhine-Westphalia with its seat in Cologne (Section 1, Paragraph 1).

The first WDR law dates from 1985. In its last version from 2011 the law has 58 paragraphs. The law defines the (program) mandate and the broadcasting area of the WDR (§§ 3, 4, 4a). It regulates the proportion of advertising in the program (§§ 6a, 6b). A major part of the law regulates the organization and committees of the WDR: the Broadcasting Council (Sections 15–19), the Administrative Council (Sections 20–23) and the artistic directors (Sections 24–26). Since the WDR manages itself as a state-direct institution, there are extensive regulations for the financial system (§§ 33-47).
