In a video message on World Intellectual Property Day in 2008, German Chancellor Angela Merkel promised her support in the fight against illegal pirated copies from the Internet. She will also work for the protection of intellectual property at international level. “Pirated copies are no trivial offense,” she said. She responded to an open letter in which around 200 well-known artists had asked for greater protection of intellectual property from her. The then Minister of State for Culture Bernd Neumann called for voluntary agreements between providers and rights holders to combat so-called Internet piracy based on the French model, an indirect demand for Internet blocking in the event of copyright infringements .
