The Hessen Economic and Infrastructure Bank (WIBank) is the development bank of the State of Hesse and is responsible for monetary public development business. As a legally dependent, economically and organizationally independent institution (AidA) in the Landesbank Hessen-Thüringen, it is one of the three business areas on which the Landesbank's business model is based.

history

The foundation of the bank is based on the "Law on the Reorganization of Monetary Aid in Hesse" of July 16, 2009, through which the Investment Bank Hessen (IBH) was merged with the LTH - Bank for Infrastructure . WIBank continues the promotional business of the previous institutes IBH and LTH - Bank for Infrastructure.

The law on the reorganization of monetary support in Hesse stipulated that the WIBank is endowed with the guarantor liability of the state of Hesse. The development institute is set up in accordance with the principles of understanding with the EU Commission on state guarantees from German development banks ( Understanding II ) and is subject to the principle of competition neutrality.

Funding priorities

The WIBank is the development bank of the State of Hesse in funding matters for private individuals, for the commercial economy and freelancers as well as for municipalities and districts. WIBank works with all banks and savings banks in a non-competitive way.

The focus is on structural, economic, social and housing support and ranges from the conception, structuring and processing of support programs or individual projects to advice on monetary support. It also carries out the state and federal state and federal government's economic and infrastructure programs in Hesse. It makes it easier for companies and start-ups to access the wide range of funding opportunities offered by the state, the federal government or the EU.

WIBank advises and supports investors, entrepreneurs and start-ups. The WIBank network includes chambers of industry and commerce, chambers of crafts, regional economic development agencies and associations in Hesse. In addition, the bank is a partner of the promotional institutions at national and European level.

The funding programs of the WIBank will be organized into the four business areas of founding & growing, supplying & modernizing, building & living as well as educating & employing and are aimed at different target groups.

Significant holdings and partnerships

In the investment business, WIBank uses Beteiligungs-Managementgesellschaft Hessen mbH (BM H), a subsidiary of Landesbank Hessen-Thüringen , which is economically assigned to WIBank and integrated into the economic development of the State of Hesse, to fulfill its tasks .

The BM H takes on the management and support tasks for the following active investment companies, which support the Hessian middle class with equity or equity-like funds:

  • Medium-sized investment company Hessen mbH (MBG H),
  • Hessen Capital I GmbH,
  • Hessen Capital II GmbH,
  • Hessen Capital III (EFRE) GmbH,
  • TF H III Technologiefonds Hessen GmbH.

The legally independent companies are based on different shareholder and refinancing structures. Silent, but in some cases also open, participations are used as financing instruments.

In addition to the Goethe University Frankfurt and the City of Frankfurt, WIBank is one of the founding shareholders of the TechQuartier, which is the central contact and coordination point for the FinTech community in Frankfurt.

Organs of the WIBank

The "Law on the Reorganization of Monetary Aid in Hesse" provided for the establishment of a committee of the Helaba Board of Directors , which is responsible for WIBank and its promotional activities.

The WIBank committee decides on the guidelines for business policy and monitors the promotional business. In the course of this, it decides on the type of earmarking of the income retained by WIBank.

The committee consists of six members:

  • two members appointed by the state on the Board of Directors of Helaba,
  • two members of the employee representatives from the Helaba Board of Directors and
  • the minister responsible for the economy and
  • another member to be appointed by the state government.

The chairman of the committee regularly informs the Board of Directors of Helaba about the activities of WIBank and about the resolutions of the committee.
