Vladimir Alexandrovich Mau
Vladimir Aleksandrovich Mau (born December 29, 1959 in Moscow ) is a Russian economist and was closely acquainted with Yegor Timurowitsch Gaidar , a member of the board of directors of the open joint stock company Gazprom since 2011. From 2002 he was rector of the Academy of Economics in the Government of the Russian Federation, since 2010 he has been Rector of the Russian Academy of Economics and Public Service to the President of the Russian Federation , Ordinary State Council of the Russian Federation 1st class (2001) and member of the Board of the Economic Council to the President of the Russian Federation.
Career
In 1981 he graduated from the Plekhanov Business Academy in the field of "Economics, National Economic Planning". In 1986 he graduated from the Institute of Economics of the Academy of Sciences of the USSR.
He has been a doctor of economics since 1994. He has been a professor since 1996. He has been a Doctor of Philosophy (Ph.D.) since 1999, obtained from the University of Pierre Mendès-France (Grenoble, France) in the field of "Applied Economics" (French Science economique appliquee).
Career
1981–1991 he was a research assistant at the Institute of Economics of the Academy of Sciences of the USSR.
1991–1992 he was laboratory manager at the Institute for Economic Policy at the Academy for Economics. The institute was headed by Yegor Timurowitsch Gaidar.
In 1992 he became an advisor to the Deputy Prime Minister of the Russian Federation, Yegor Timurovich Gaidar. 1993–1994 he was an advisor to the first deputy prime minister of the Russian Federation, Yegor Timurovich Gaidar. 1993–1997 he was the deputy director of the Institute for Economic Change, Yegor Timurowitsch Gaidar. From September 8, 1997 to May 16, 2002, he was the head of the Economic Reform Work Center in the Government of the Russian Federation.
On May 14, 2002, he was elected Rector for 5 years at the Academy Conference and was appointed Rector of the Academy of Economics to the Government of the Russian Federation by order of the Government of the Russian Federation. On June 9, 2007, he was repeatedly elected rector and appointed for five years.
After the merger of the Academy of Economics under the Government of the Russian Federation with the Russian Academy of Public Service under the President of the Russian Federation and with twelve other federal state educational institutions, he was employed as the Rector of the Russian Academy of Economics and Public Service under the President of the Russian Federation .
Since 2011 he has been a member of the scientific advisory board "The Council for International Affairs of Russia".

In the book “Reforms and Dogmas. The State and the Economy in the Age of Reforms and Revolutions (1860–1920) “describes the history of the economy and economic policy of Russia and the USSR in the first third of the twentieth century. It shows the integrity of this time period, as well as the continuity of economic decisions of the successive governments of Russia (tsarist government, provisional government, Bolshevik government). The search of various governments for state measures that could help the country overcome the socio-economic crisis and accelerate economic growth is analyzed.
The book “In Search of Scheduling: Economic Debates 1930-1960s” is devoted to one of the most dramatic periods in the history of Soviet economic thought. Here a deep crisis in science during the emergence of the administrative system and during the reprisals against prominent economists as well as the first attempts to overcome this crisis, which appeared as the theoretical preparation for the economic reform in 1965 in the USSR, is described. The author analyzes the theory of the planned economy and thereby opens up the inner logic of the development of science, its characteristic contradictions and qualitative leaps, as well as the connection between the political-economic views and concepts of the economic mechanism.
The book “Economy and Power. Political History of Economic Reform in Russia (1985–1994) ”examines the context and influence of the economic and political problems that arose during perestroika and after the collapse of the Soviet system, revealing the reasons for which the leadership of the USSR and Russia determined Decisions made, as well as the illusions and deceptions of the authorities. The book was published by the Delo publishing company in 1994. In 1996 it was published in Great Britain under the title "The Political History of Economic Reform in Russia, 1985-1994". (L.: Center for Research into Communist Economies).
The work “Economic Reform: Taking into account the Constitution and Politics” is one of the first studies on the problem of constitutional economy in relation to modern Russia. The book looks at constitutional (and, more deeply, legal) problems of economic reforms in Russia based on the experience of developed and developing countries. The economic problems are considered taking into account the non-economic factors: political and constitutional. The book was published for the first time by the publishing house «Ad Marginem» in 1999.
The book “Great Revolutions. From Cromwell to Putin "(Moscow: Vagrius, 2001, 2nd edition - 2004) was also published by the University of Oxford under the title" The Challenge of Revolution: Contemporary Russia in Historical Perspective "(Oxford: Oxford University Press, 2001) released. The book describes the events of the years 1985-2000 in Russia in the context of major revolutions of the past (English Civil War, French Revolution, Russian and Mexican Revolution) at the beginning of the 20th century. Century. The authors show that the post-communist transformation in Russia is easier to understand on the basis of historical analysis. It is proven in the book that at the end of the XX. Century experienced a total revolution, which, according to its characteristics, is similar to major revolutions of the past. This conception not only explains the causes and consequences of many important events in the country after 1985, but also allows us to understand the logic of further developments in modern Russia.
The work “Crises and Lessons. The Economy of Russia in the Age of Turbulence ”(Moscow: Verlag des Gaidar Institute, 2016) is devoted to the analysis of crises in modern Russian history. The analysis was carried out in connection with the experiences of major crises of the last century. The book concentrates on the problems of the current global crisis as well as on the peculiarities of its development in Russian realities. The book is written for economists, historians and all those who are interested in the realities of economic policy and questions of economic history.
