Wladimir Wladimirowitsch Martynenko ( Russian Владимир Владимирович Мартыненко ; born March 24, 1957 in Kiev , Ukraine ) is a Russian sociologist , political scientist and economist.

He is a doctor of political science , professor and deputy head of the Center for Applied and Sociopolitical Analysis of the Russian Academy of Sciences , or RAN for short (ISPI RAN) for conducting scientific work.

The main directions of his academic work are economic sociology , political sociology , research into the social and structural significance of monetary credit relationships as well as critical analysis of Marxism and the problem of the vulgarization of liberal theories.

Main scientific findings

Major works

In the monographs " Social science of monetary and financial relations " (2004) and " Unknown policy of the bank of Russia " (2004) a fundamentally new approach to the analysis of the essential properties of money and the evolution of money forms is presented for the first time, a new one , socially conditioned concept of monetary policy and ensuring stability of the monetary and credit system is proposed. Concrete measures to transform the role and subordination of monetary power in the overall system of separation of powers as a prerequisite for the development of civil society and to overcome internal contradictions of a democratic order of a state are formulated and theoretically justified.

In the monograph " Unknown policy of the bank of Russia " (2004), a complex analysis of goals and methods of monetary and credit policy that has been implemented in Russia since the early 1990s is carried out; In addition, an analysis of their socio-economic and political consequences is carried out. The activities and ideology of the central bank and the government of the RF in the monetary area are criticized, including questions about the design of an efficient banking system and problems in the interaction between the central bank and commercial banks. The author proposes a fundamentally new concept for the implementation of the money issue, which requires the rejection of any safeguards for the money issue by the central bank. Conversely, the volume of money issued by the central bank (within the framework of the refinancing mechanism and the system of deposit insurance ) must secure the credit and money issues of the commercial banks themselves. The central bank's money issuance must be geared towards ensuring the implementation of current financial liabilities of the commercial banks to creditors and depositors.

The results of the development of a methodology to show social indicators, which characterize the transformation process of the politics of power structures from the politics in demand in the social area to economically unjustified politics, are published in the monograph " Ideology against economics " (2005), which as an important stage applies to scientific research. This process leads to the political system losing internal resources and opportunities to renew itself.

In the monograph "The caldera of state power" (2005) he examines the role of the state as well as its internal legality and the contradictions. It presents methods for assessing the socially relevant decisions made by the state and examines the extent to which they correspond to the objective needs and possibilities of balanced socio-economic development. This monograph presents the results of fundamental research on theoretical and practical problems of the interaction between political society and civil society, together with the political, economic and social aspects of financial, monetary and credit relations. The monograph contains concepts and practical recommendations for optimizing the executive, legislative and judicial functions as well as “monetary” power. The analysis of the internal contradictions in Marxist theory is given a special place in this monograph.

The above-mentioned concepts and justifications for the proposed recommendations are further developed in the following scientific articles and monographs: “ Social epistemology and policy ” (2008), “ Social matrix of political knowledge ” (2008), “ Civil society: from political speculations and ideological mist to social knowledge and informed choice "(2008). The contents of new interdisciplinary directions of social research are defined in detail in the monographs mentioned. In addition, the need to deepen and develop them scientifically is justified. A theory of the credit system for shaping social rights and the social security system as well as the social significance of monetary power and money emission is established. A new, socially determined interpretation of money is presented as a category that characterizes a process of shaping the rights and obligations of social subjects in society. The socio-political significance of the historical evolution of forms of money is defined; The content, goals and methods of implementing social policy as well as social security strategies and their role in ensuring balanced socio-economic development and preventing the risk of social segregation are defined. The reasons for the socio-political transformations of the civil society concept as well as the circumstances for the resurgence of scientific and practical interest in the problems of civil society in modern times are examined.

In his monograph "Fundamentals and specifics of a political science" (2010) the theoretical heritage in the field of political philosophy, political sociology, political economy and sociology is examined; the main directions and methodology of interdisciplinary research in politics are defined.
