The Berlin / Bonn Act of May 29, 1994 provided for the establishment of a “Center for European Integration Research” (ZEI) and a “Center for Development Research” (ZEF) as central scientific institutions of the University of Bonn. On May 4, 1995, the Senate of the University of Bonn decided to set up these two centers. The overall concept was drawn up in consultation with the agencies involved in the federal government and the state of North Rhine-Westphalia. It is based on an original proposal made by the Senate of the University of Bonn on February 11, 1993. The Senate resolution of May 4, 1995 is considered the founding date of the “Center for European Integration Research” (ZEI) and the “Center for Development Research” (ZEF).

“As a cross-disciplinary and cross-faculty institution, the ZEI aims to examine problem areas of political, legal, economic, social and cultural integration disparities in a regional and pan-European context. ZEI conducts basic research in the conceptual area, stimulates integration research and coordinates these efforts within the university and externally. ZEI participates in solving specific integration problems and also provides practical advice. Overall, the ZEI sees itself as a platform for discussing fundamental questions, developing concepts, hypotheses and models. As an interface between theory and practice, the ZEI also focuses in a special way on 'institution and capacity building' in the field of integration research in Europe. The ZEI can only fulfill its catalytic function as defined in this way by consistently opening up to the outside world, by involving guest researchers and through close cooperation with non-university institutions involved in integration research, integration practice and the European Union. Research and postgraduate education

The institute carries out future-oriented research on unresolved issues of European integration and the role of Europe in the world. "Governing and regulating in the EU", the focus of the ZEI in research and teaching, combines two aspects whose critical interaction shapes the EU, their effects on the lives of citizens and their role worldwide. Interdisciplinary perspectives on the important relationships between governance and regulation create clarity and offer deeper insights into the increasingly complex process of European integration. The research - mainly from a political and legal perspective - is application-oriented. They are associated with innovative knowledge transfer.

At the institute, postgraduate students can acquire an advanced English-language Master's degree in European Studies with a focus on the areas of governance and regulation in the EU in an international atmosphere. An international faculty guarantees the highest academic standard as well as diverse methods and perspectives on politics, law and economics.

Publications

The institute publishes in its own series: "ZEI Discussion Paper", "Future of Europe Observer" and "ZEI Insights". These publications deal with governance and regulation issues in the European Union. ZEI accompanies the work program of the EU institutions and publishes regular assessments of work progress. This monitoring activity is accompanied by an online-based information service on actors, dates and legal bases of the EU institutions. At the same time, ZEI employees publish in national and international publications.

The “Writings of the Center for European Integration Research”, edited by Ludger Kühnhardt, are published by Nomos Verlag (Baden-Baden). 76 volumes had appeared in this series by 2016. Nomos Verlag offers Germany's leading publishing program on European science issues.

In the area of ​​jurisprudence dealing with network industries, communication and their regulation under European law, Christian Koenig publishes the magazine series “Netzwirtschaften & Recht” (“N&R”) in the publishing house Recht und Wirtschaft (Frankfurt / Main) and as co-editor the magazine “Kommunikation & Recht” "(" K&R "), also published by Verlag Recht und Wirtschaft (Frankfurt / Main).

Initial and continuing education

The institute has been running an internationally renowned one-year postgraduate master’s course in English since 1998: the interdisciplinary "Master of European Studies - Governance and Regulation" offers a recognized framework with lecturers from all over Europe and through various encounters with practitioners of European integration to increase the European competence of the participants. The Master's offers very good opportunities for a European / international career related to European integration developments. Well over five hundred fellows form the ZEI alumni network in over one hundred countries around the world.

In addition, the institute regularly runs summer schools and further training measures. Particularly noteworthy is the "ZEI Academy in Comparative Regional Integration", which has accompanied ZEI's research on global comparative regional integration for several years.
