Additional and special care

The additional and special provisions were part of the statutory pension insurance in the GDR . In addition to social security , pension systems have been set up for certain occupational groups and groups of people.

Benefits from the supplementary pension were granted in addition to the benefits from social insurance. The schemes were similar in as those described in Federal Republic of Germany existing occupational pensions or the supplementary pension of the civil service .

In contrast, benefits from the special provision were granted instead of benefits from compulsory social insurance. This supply possible so that the civil service pension of the Federal Republic.

There were 27 additional pension systems and four special pension systems.

The systems were closed by the Entitlement and Expectancy Transfer Act (AAÜG, Art. 3 of the Pension Transfer Act ) and the acquired entitlements and expectancies were transferred to the statutory pension insurance .

Due to the case law of the 4th Senate of the Federal Social Court (BSG), the scope of the claims and expectancies under the AAÜG has been considerably expanded. According to this, the fictitious acquisition of entitlements is also possible - solely because of the activity without officially joining the ZV. The BSG provided with a series of judgments on 8 and 9 April 2002 (z. B. Az. B 4 RA 36/01 R) again for restrictions. The expansion of the group of people affected had led to additional costs in the billions for taxpayers. The social judiciary is regularly involved in processes for the application of the BSG case law.

Supplementary pension systems

  6. Pension schemes for doctors, dentists, pharmacists and other university cadres in denominational health and social care institutions, introduced with effect from January 1, 1979.
  7. Voluntary additional care for doctors, dentists, pharmacists and other university cadres in denominational health and social care institutions, introduced with effect from July 1, 1988.
  8. Voluntary additional care for doctors, dentists, pharmacists and other university cadres in state health and social care institutions, including pharmacists in private pharmacies, introduced with effect from July 1, 1988.
  9. Pension schemes for doctors and dentists in their own practice, introduced on January 1, 1959.
  10. Pension schemes for doctors and dentists in private health care institutions, introduced with effect from January 1, 1959.
  11. Voluntary supplementary care for veterinarians and other university cadres in state veterinary institutions, introduced with effect from July 1, 1988.
