The Second Republic , also known as the Chang Muon government after its prime minister , was the government of South Korea for eight months . After Rhee Syng-man ( First Korean Republic ) withdrew into political exile in Hawaii in April 1960 after long protests, democratic development was to be promoted. The president's power has been severely curtailed in favor of a parliamentary system . But on May 16, 1961 , the government was overthrown by a military coup by General Park Chung-hee . He then practically led the country as a military dictatorship for 17 years.
