Section 70 course

As §-70 course is in Germany a course to restore fitness to drive referred to. The requirements for the course models are regulated in Section 70 of the Driving License Ordinance (FEV), hence the name. The courses are part of the German driving license system (see withdrawal and renewal of driving licenses ). Participation in the course is only possible if there is a “course recommendation” in an MPU reportpossible, provided that the driving license authority has agreed to participate. If the participation is successful, the driving license will be issued immediately and without further checks. In order to ensure the success of the course, the criteria for course recommendations in MPU reports are narrowly defined. They are described in the assessment criteria for driving aptitude for all MPU bodies.

Framework

Participation requirements

The aim of the courses is future road participation with a significantly reduced traffic risk. Participation in the course requires that the applicant has already initiated changes in behavior. A course recommendation according to § 70 can then be recorded in the report after a medical-psychological examination . Around 17,000 peers in the Federal Republic of Germany receive such a recommendation every year.

A distinction must be made between courses for drivers who have become suspicious of consuming alcohol and courses for drivers who have become suspicious of consuming illegal drugs . A prerequisite for a course recommendation according to § 70 is drug abstinence for drivers who are suspicious of drugs, and a clear and stable reduction in drinking quantities for drivers who are suspicious of alcohol. Alcoholics are excluded from the course as well as people with insufficient language skills.

Course implementation

Participation in the course must be approved by the responsible driver's license office by submitting the MPU report with the course recommendation. On the basis of the course attendance, the graduate will receive a new driver's license without further examination or assessment.

The prerequisites for successful participation are narrowly defined. The scope of time and the framework conditions for the course are also specified, as are the conditions for a course exclusion. Failure to participate in the course or appearing under the influence of alcohol or illegal drugs can lead to immediate exclusion from the course.

Course provider

Courses according to § 70 FeV are carried out exclusively by traffic psychologists and are to be distinguished from the driving aptitude seminars within the framework of the points system , in which part of the measure is carried out by trained driving instructors .

The providers of the courses must have an expert opinion drawn up with regard to the fulfillment of the respective technical requirements applicable to them by the "Assessment Office for Driving Licenses" of the Federal Highway Research Institute (BAST), which is sent to the authorities responsible for official recognition or for the supervision of the state law becomes. The respective course model is recognized on the basis of an evaluation. The course providers are subjected to strict quality controls.
