Driving aptitude seminar

The fitness to drive seminar (abbreviated: FeS ) according to § 4a Road Traffic Act (StVG) is a legally regulated measure within the German aptitude assessment system . Since May 1, 2014, as part of the reform of the points system, it has replaced the advanced seminar for drivers with point problems and the traffic psychological advice , with which points in the central traffic register could be reduced by April 30, 2014 .

If a holder of a driver's license reaches four or five points in the register of fitness to drive , the person concerned is to be warned by the competent authority ; if six or seven points are reached, he is to be warned. He is always pointing out the possibility that he may voluntarily participate in a driving fitness seminar to be traffic behavior to improve. If you have a maximum of five points, one point can be reduced by participating in a fitness to drive seminar, although this option only exists once within five years.

Goals of the seminar

The driving aptitude seminar is intended to help the participants to recognize and remedy the safety-relevant deficiencies in their traffic and driving behavior.

Traffic educational sub-measure

The traffic education part can be carried out as an individual measure or in groups with a maximum of six participants. It consists of two modules of 90 minutes each, the content of which is specified in Annex 16 of the Driving License Ordinance (FeV). Between the modules, the participants should do “exercises for self-observation” as part of a homework assignment. The modules must be carried out at least one week apart.

Driving instructors who have a seminar permit in accordance with Section 31a of the Driving Instructors Act (FahrlG) are entitled to carry out the traffic pedagogical partial measure . This permit is issued on request if the driving instructor has at least a driving instructor license for classes A and BE, has given full-time theoretical and practical lessons to learner drivers for three years within the last five years, has no more than two points in the register of fitness to drive and is within the has successfully participated in an introductory course in the past two years.

Traffic psychological partial measure

The traffic psychological part is carried out as a single measure. It consists of two 75-minute sessions. In the first session, the behavior of the participant that led to the violations should be analyzed. For this purpose, the triggering and sustaining internal and external conditions of the traffic violations are analyzed, the functionality of the wrongdoing (the reason) is worked out, personal strengths and individual support options are identified and solutions are jointly developed that are suitable and implementable for the person concerned.

As a homework between the meetings, one's own traffic behavior should be critically observed and the solution strategies developed should be tried out. In the second session, which can be carried out at the earliest three weeks after the first, the experiences of self-observation are discussed and the solution strategies developed are consolidated. It is also possible to discuss individual questions against the background of your own fitness to drive.

Persons who have a traffic psychology seminar permit in accordance with Section 4a (3) StVG are entitled to carry out the traffic psychological partial measure . This permit is granted on application if the applicant has a degree in psychology or an equivalent master’s degree in psychology, a training in traffic psychology at a university or equivalent university or an assessment body for driving fitness , or a specialist psychological qualification after Has gone through the state of the art, has experience in traffic psychology and has no more than two points in the register of fitness to drive. Holders of a traffic psychology seminar permit must take part in a traffic psychology training course of at least six hours each year, which deals in particular with fitness to drive .

Evaluation

The fitness to drive seminar was scientifically accompanied and evaluated by the Federal Highway Research Institute (BASt) ( § 4b StVG). A behavior-improving effect of the driving aptitude seminars could not be proven in the 2019 report.
