The Austrian Road Safety Fund ( VSF ) is a fund under public law that was created in 1988 for research in the field of road safety . It is financed from the special contribution for the license plates of your choice ( license plates of your choice ) and is based at the Austrian Ministry of Transport (BMK since 2020) . There are also accompanying traffic safety funds from the federal states.

The desired number plate was introduced in 1989 after the old, black number plates were abolished in favor of the EU-uniform whites ( 12th Amendment to the Motor Vehicle Act , July 15, 1988, § 48a  KVG ). At the same time, the Austrian Road Safety Fund was set up (Section 131a KVG) as an administrative fund for the Federal Minister for Transport, Innovation and Technology. In this way, the income should be used for a specific purpose.

The custom license plate has enjoyed great popularity for a good 25 years. In 2004, the total amount raised was 50 million euros. From 2011 to 2012, for example, the fund's assets increased by more than 1 million euros to around 8.2 million euros at the time.

The traffic safety fund is earmarked for "promoting traffic safety in Austria" (Section 131a, Paragraph 1 KVG). In addition to the taxes, it finances itself from the income from investments and any other donations.

The legal tasks are (§ 131a Abs. 4 KVG):

a) the promotion of general measures and specific projects to improve road safety , in particular the promotion of traffic education ;
b) to conduct studies and research and to provide information on research in the field of road safety;
c) preparatory measures of planning and development of guidelines for planning in the field of road safety.

It also serves to co-finance the administration of the desired license plates and covers its own administration (lit. d, e § cit.). The Fund prepares an annual activity report, which has been publicly published by the Ministry for some time.

40% of the income goes to the federal government itself, 60% goes to the federal states  (Section 131a (5) KVG). That is why there are some state funds again:

  • Lower Austria Road Safety Fund
  • Salzburg Road Safety Fund
  • Road Safety Fund Tyrol

Other countries allow the shares to flow directly into the corresponding earmarked budgets.

The granting of funding by the federal government follows its own VSF guidelines . This includes that projects usually have to go beyond the area of ​​interest of a single federal state (apart from pilot projects with supra-regional knowledge) and do not represent pure basic research. Applications for funding can be made in advance, and in some cases “outstandingly completed projects from the academic field (master's theses, diploma theses or dissertations) which are expected to have a positive impact on road safety” are awarded a credit.

The state funds and specific grants focus on topics that affect the respective state.
