The Șoseaua Kiseleff is a main thoroughfare in Bucharest . It is located in the first sector of the city and connects the Victory Square with the Piața Presei Libere . The street was named in honor of Count Pavel Kiseleff , who led the Russian military administration of the country between 1829 and 1834 .
