The mechanical and electrical engineering working group of state and municipal administrations (AMEV) is a specialist body in the field of mechanical and electrical engineering . He has the task of building departments of the states and municipalities, and thus the entire construction of the public sector , in the planning, construction and operation of technical building equipment (TGA) (technical facility management support). He regularly publishes recommendations based on the recognized rules of technology , for example on the planning, construction and operation of fire alarm or cooling systems .

The recommendations of the AMEV are in the field of public administration generally binding, unless internal administrative regulations such as decrees or administrative provisions provide for the contrary.

The AMEV office is set up in the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB). The current head of the office is Andreas Schork.

The AMEV continues the work of the "Association of engineers of heating technology in the public service to exchange experiences and to solve technical problems when using technology", founded in 1905. This association was reorganized in 1952 as the “Working Group on Heating and Mechanical Engineering of State and Municipal Administrations (AHMV)”. As a result of the integration of electrical engineering, the AHMV renamed itself in 1975 to the “Mechanical and Electrical Engineering Working Group of State and Municipal Administrations” (AMEV).

The AMEV has the task of supporting the building construction administrations of the federal government, the federal states and the local self-governing bodies in the planning and implementation of their construction tasks as well as the operation of their technical equipment, taking into account the individual responsibility.

The following tasks are performed in particular:

  • Elaboration of recommendations for the planning, construction and operation of technical equipment
  • Exchange of experiences including evaluation
  • Mutual information about new TGA-relevant regulations and rules
  • Practice-related basic and basic data determination
  • Development of cost and other guide values
  • Promote the use of automated data processing
  • Further development of the procurement system; Participation in the DVA
  • Proposals for drafting contracts for the services of freelance engineers
  • Recommendations for basic and advanced training of specialists
  • Mutual information on research projects and research results with the aim of coordinated implementation in practice

The latest state of the art, the economic efficiency required by budgetary law and other important objectives such as climate protection and energy saving are particularly taken into account. The AMEV fulfills its tasks in coordination and cooperation with institutions working in the same direction.

The AMEV has up to 52 members. The number of members is made up as follows: • the federal building administrations in total up to 5 • building construction administrations of the states up to a total of 22 • building administrations of the municipal umbrella organizations in total up to 22 • others up to 3

The members elect a chairman and his / her deputy from among their number for a period of 3 years; re-election is possible once. The current AMEV chairman is Torsten Wenisch from the Baden-Württemberg Ministry of Finance and Economics.
