ASEAN Plus Three (own name ASEAN + 3 [APT], in German: ASEAN plus Drei) is the name for conferences of the ten ASEAN countries plus the People's Republic of China , South Korea and Japan .

The body was established in December 1997 in Kuala Lumpur . It is the first regional organization that only includes East Asian states. Japan's commitment to creating such an organization can be seen as the main driving force behind the development of ASEAN Plus Three.

ASEAN Plus Three is also a reaction to the failure of ASEAN and APEC to give East Asia a common voice (see also ASEAN Summit 2009 ). Richard Stubbs assumes that ASEAN Plus Three will develop into the regional key organization in East Asia.

On May 6, 2000, the ASEAN Plus Three meeting of finance ministers in Chiang Mai , Thailand , adopted the so-called Chiang Mai Initiative .

The aim is for free trade agreements between ASEAN and Japan and South Korea, which should be concluded by 2012. However, this has not yet come about as no agreement has been reached.

For an agreement with South Korea and Japan, the agricultural sector in particular was a subject of contention; South Korea had already agreed to a free trade agreement that excluded all important agricultural goods, and Japan pursued the strategy of initially concluding bilateral agreements with individual ASEAN member states. The first free trade zone came into effect with the People's Republic of China on January 1, 2010.

On October 10, 2013 the 16th ASEAN Plus Three Summit took place in Bandar Seri Begawan , Brunei .
