Afghan Independent Human Rights Commission

The Afghan Independent Human Rights Commission ( Persian کمیسیون مستقل حقوق بشر افغانستان; Pashtun د افغانستان د بشري حقونو خپلواک کميسيون; English Afghanistan Independent Human Rights Commission , AIHRC ) based in Kabul has the task of overseeing, strengthening and protecting human rights under Article 58 of the Afghan Constitution of 2004 . Everyone should be able to lodge a complaint with the Commission about violations of their human rights. The commission should refer cases of human rights violations to the competent judicial authorities and support individuals in defending their rights.

history

The establishment of the AIHRC was required in the Petersberg Agreement in 2001 and manifested in the Afghan constitution in 2004. For the period from 2003 to 2005, the AIHRC, together with the United Nations, published a report on human rights violations in Afghanistan, in which several members of the government, including the Vice-Presidents, Mohammed Fahim and Karim Chalili , alleged human rights violations.

In December 2011, Hamid Karzai announced that the mandates of Nader Nadery, Ahmad Hakim Fahim and Ghulam Mohammed Gharib would no longer be renewed.

On 23 July 2012, a report of excited New York Times international attention: The daily wrote of an unpublished report by the AIHRC in which a mapping of the human rights violations has been made. The 800-page report goes back to the 2005 " Action Plan for Peace, Justice and Reconciliation ". The United States Embassy in Kabul issued a statement against publication. According to the New York Times, a person in charge of the AIHRC was threatened with death by Mohammed Fahim.

criticism

In 2014 and 2016, Human Rights Watch repeatedly criticized the government for exerting too much influence over the appointment of commissioners and for not guaranteeing independence.
