Sima Samar ( Persian سیما سمر, DMG Sīmā Samar ; * February 3, 1957 in Ghazni ) is an Afghan doctor and politician .

Sima Samar belongs to the third largest ethnic group in the country, the Persian-speaking , Shiite Hazara . She studied medicine at the University of Kabul (graduation 1984). Her husband was arrested during Nur Muhammad Taraki's presidency and has been considered missing ever since. She fled to Pakistan and worked there as a doctor in an Afghan refugee camp. In 1987 she founded a hospital for Afghan women and children in the border town of Quetta . In 1989 she joined the Schuhada organization . Even during the rule of the Taliban , she continued to work there for medical care for women and children and the establishment of schools in Pakistan and Afghanistan.

On the basis of the Petersberg Agreement , she was elected Minister for Women's Affairs in the Afghan Government in 2001 and appointed as one of President Hamid Karzai's five deputies . She held these offices until her resignation in 2002.

In June 2002 the Afghan Human Rights Commission was formed and Sima Samar was its chairman.

Sima Samar has been nominated repeatedly for the Nobel Peace Prize.
