The Agence Congolaise de Presse (ACP) is the state news agency of the government of the Democratic Republic of the Congo , which provides both text reports and photos . It was founded on August 12, 1960 by the country's first Prime Minister, Patrice Lumumba , and was largely intended to take over the functions of BELGA , the news agency controlled by the former colonial power Belgium . During the rule of dictator Mobutu Sese Seko , when the country was temporarily called Zaire , the ACP was renamed AZAP (Agence Zaïre Presse) .
