Alfredo González Flores (born June 15, 1877 in Heredia , Costa Rica; † December 28, 1962 there ) was President of Costa Rica from 1914 to 1917 .

Life

His parents were Elemberta Flores and Domingo González Pérez. In 1897 he took part in the movement against President Rafael Yglesias Castro and in 1905 was a supporter of Máximo Fernández Alvarado. In 1898 he made a trip to the United Kingdom , where he studied economics and gained expert knowledge.

From 1910 to 1914 he was a member of the Partido Republicano Nacional for the province of Heredia. He introduced bills to Parliament for a mortgage bank and a Banco Nacional de Seguros , a social security system. The Banco Nacional de Seguros , now the Instituto Nacional de Seguros , was founded in 1924.

On May 14, 1922, he married in Heredia Delia Morales Gutiérrez, daughter of Braulio Morales Cervantes. He studied law at the Escuela de Derecho and entered the bar on September 1, 1922 as a lawyer.

Presidency May 8, 1914 - January 27, 1917

He became the first deputy to President Cleto González Víquez . In 1913 presidential elections took place, in which Máximo Fernández Alvarado 25,000 votes and Carlos Durán Cartín 17,800 votes are said to have received.

The two candidates in the presidential elections waived the office of deputy. The parliament elected Alfredo González Flores as deputy to the presidency, in which he led the business of government. Second and third deputies were: Domingo González Pérez y Francisco Aguilar Barquero. During his tenure he founded the Banco Internacional de Costa Rica and decreed tax legislation.

Its tax legislation included the introduction of an Impuesto sobre la renta (income tax), an Impuesto a las tierras incultas (tax for fallow land) and an Impuesto a la plusvalia de propiedades ( VAT ).

Contrato Pinto-Greulich

The Contrato Pinto-Greulich was an oil production concession in the Talamanca region. Other applicants made higher concession offers, but useful expenses from the Dr. Leo J Greulich in Costa Rica and Washington S. Valentine passed the ratification law for this treaty through parliament.

President Alfredo González Flores vetoed the law ratifying the Pinto-Greulich treaties with the Compañía Nacional Petrolera .

The Escuela Normal was founded in Heredia to train for the teaching profession . In elections there are said to have been the first irregularities, especially in the parliamentary elections in 1915, which contributed to the fact that only members of the Partido Republicano Nacional were elected.

Alfredo González Flores resided in the Castillo Azul . During his tenure, the electrification of the San José Puntarenas railway line was completed, an agricultural school, a post office and a health ministry were established. The slaughterhouse was moved from Ojo de Agua , a seaside resort in the Municipio in Belén, to Puntarenas. Alfredo González Flores suggested the construction of a pier in the port of Puntarenas.

On January 27, 1917, Alfredo González Flores was overthrown by his Minister of War and Navy, Federico Alberto Tinoco Granados , and was able to flee to the US embassy. From 1917 to 1920 he was in exile in the USA. In 1920 he published El petróleo y la política de Costa Rica . In 1923 he represented Costa Rica in the lawsuit between Caso Tinoco and Great Britain.

The Asilo de Ancianos Alfredo y Delia Gonzales Flores retirement home in Heredia was built on a piece of land donated by the Gonzales Flores couple for this purpose.
