The General Competence Act (AZG) has regulated the responsibilities within the Berlin administration since 1959 . Its long title reads Law on Competencies in the General Berlin Administration.
The law determines the structure and tasks of the Berlin administration. The administration of the State of Berlin is carried out by the Senate of Berlin (the main administration) and the district administrations in Berlin . The main administration comprises the Senate administrations, the subordinate authorities (special authorities) and institutions with no legal capacity, and the independent companies under their supervision. The head office performs tasks of overall urban importance, although this term is interpreted broadly. The AZG includes a. also the regulations on specialist and district supervision .
The law stipulates that state and municipal activities are not separated from each other in Berlin. This peculiarity is related to the special status of Berlin as a city-state , which as a unified municipality is both a federal state and a municipality .
