All-Ukrainian Central Executive Committee

The All-Ukrainian Central Executive Committee ( Ukrainian Всеукраїнський Центральний Виконавчий Комітет ) was the highest legislative, administrative and executive control body of the Ukrainian SSR between the Soviet Congresses from 1917 to 1938.

history

The Central Executive Committee of the Soviets of Ukraine was established on 11/12. December (December 24, 1917 greg. / December 25, 1917 greg. ) Founded at the first congress of delegates of the peasant, workers and soldiers' soviets in Kharkiv . It consisted of 41 members, of whom 35 were Bolsheviks and 5 were left Social Revolutionaries . It formed a counter-government to the Central Na Rada of the bourgeois Ukrainian People's Republic and proclaimed the Ukrainian People's Republic of Soviets . After the occupation of Kharkiv by German and Austrian troops , it had to cease operations on April 18, 1918.

On March 10, 1919, it was re-established as the All-Ukrainian Central Executive Committee of the Soviets . Shortly thereafter, it passed the first constitution of the Ukrainian Soviet Socialist Republic .

In 1938 it gave up its function to the Verkhovna Rada .
