Touray stood as a non-party candidate in the parliamentary elections in 1992 in the Niani constituency. He was able to win the constituency against Talib O. Bensouda. In the following parliamentary elections in 1997 he stood as a candidate for the United Democratic Party (UDP) and was able to defend the constituency. In the 2002 parliamentary elections, UDP boycotted the elections by not nominating candidates; Touray lost the constituency to a candidate from the Alliance for Patriotic Reorientation and Construction (APRC) who ran unopposed.

Touray left UDP at the end of April 2001 and joined the APRC. He was named Divisional Commissioner of the Central River Region by President Jammeh in September 2001 .
