The Altstoff Recycling Austria ( ARA ) is an Austrian collection and recycling company for packaging, the national owned company stands for. The owners, who are also customers, founded ARA in 1993 as a non-profit organization . Savings flow back to customers through their own tariff structure. ARA recycles more than 90% of the collected packaging and in this way offers domestic industry a closed raw material cycle. ARA takes responsibility for Austria's environment, has voluntarily committed itself to ethical behavior and is a member of ARGE proEthik. The ARA Group is made up of ARA, ARAplus, ARES, Austria Glas Recycling, ERA, NetMan, Ökobox, DiGiDo and the “Throw in instead of throw away” initiative and offers comprehensive services from a single source. The ARA is - like all collection and recycling systems - under the official supervision of the Federal Ministry of Agriculture, Forestry, Environment and Water Management (BMLFUW, Ministry of Life). It represents the Green Dot system in Austria (here: The Dot ).

History and organization

Altstoff Recycling Austria was founded in 1993 by the Austrian economy, which was obliged by the Packaging Ordinance (VVO) to take care of the collection and recycling of all packaging placed on the market. The legal basis for this is the Waste Management Act (AWG). The Packaging Ordinance specifies the obligations for manufacturers, importers, packers, fillers and distributors of packaging as well as for collection and recycling systems, for example by setting targets for collection and material recycling.

The ARA is the collection and recycling system approved by decision in accordance with Section 29 AWG for packaging materials made of plastic, wood, textile fibers, ceramics, biogenic packaging materials and metal, paper, cardboard, cardboard and corrugated cardboard as well as composite materials in the household and commercial sector. Austria Glas Recycling GmbH is the system operator for glass packaging in accordance with Section 29 AWG.

ARA AG finances the proper collection, sorting and recycling of used packaging from the license fees of its customers. The license tariffs are calculated separately for the household and commercial sector and for each tariff category according to economic aspects. In terms of cost truth, they are based on the effort that the individual packaging materials cause in the collection and recycling cycle. The license fee ultimately depends on the licensed quantity and the specific materials of the licensed packaging.

ARA is privately run as a public limited company. The main shareholder is the Altstoff Recycling Austria Verein. Any company that manufactures, imports or sells packaged goods can become a member of this association. Companies in the waste disposal industry are excluded. The association consists of three curiae to ensure the balance between the three interest groups - packaging manufacturers, fillers / packers / importers and retailers.

The control is incumbent on a committee of experts appointed by the Ministry of the Environment, which is made up of an accountant, a waste management expert and a legal expert. These monitor compliance with the basic guidelines of the ARA and the legal framework.

ARA group

The ARA Group stands for comprehensive services from a single source: ARAplus is the service brand of the ARA Group. It offers the entire range of services of the ARA Group as well as individual services and solutions relating to the packaging ordinance. With its one-stop-shop concept, ARAplus is particularly interesting for companies that perceive more than mere discharge and want to outsource certain services. ARES offers tailor-made disposal solutions for trade and industry. Austria Glas Recycling organizes the collection and recycling of glass packaging in the ARA system. ERA is the recycling specialist for waste electrical and electronic equipment and batteries. Öko-Box supplies data communication and information management solutions, especially for waste management. Ökobox takes care of the collection of beverage cartons and their sensible recycling. And the “ Throwing in instead of throwing away ” initiative supports measures to avoid or reduce littering as part of a voluntary commitment.

ARA has been organizing packaging collection from private households and companies throughout Austria since 1993 , in cooperation with municipalities and cities, waste management associations, private and municipal waste disposal companies , regional experts and other waste separation organizations. Much has been achieved in the first 20 years from the foundation:

  • 1,600,000 collection bins are available to Austrians for separate packaging collection. For comparison: in 1994 there were only half as many. Today four out of five houses already have a convenient collection from the house.
  • Around 9 million tons of CO 2 have been saved through ARA packaging recycling over the past 20 years. This corresponds to the greenhouse gas emissions of almost 43 billion kilometers by car.
  • At the beginning of the 1990s, 44% of used packaging in Austria was recycled. In 2013, 71% came back into the cycle as recycled material.
  • High-speed packaging recycling: every second in Austria six collection bins are emptied, yellow sacks are loaded or containers are picked up.
  • A train filled with the packaging collected by the ARA would reach around the world along the equator.

In addition, waste prevention is a major concern of the ARA. To this end, ARA initiated the chair for resource management at the Vienna University of Technology as early as 2003 . Regular events (ARA lectures) took place in the Center for Sustainable Technology  (CST) of the Vienna University of Technology.
The Waste Avoidance Funding Initiative supports operational investments for permanent waste avoidance. ARA has invested a total of around 4.5 million euros in waste prevention, thereby supporting more than 350 modern resource management projects.

ARA takes care of the public relations work on the correct packaging collection. The success of this work is great - Austria takes a leading position in European comparison. A study by the European Commission gives Austria the highest number of points in 16 of 18 categories. In the 2015 environmental report of the European Environment Agency, Austria ranks second behind Germany in terms of recycling rate.

In addition, ARA has been working with waste consultants since 1993, who inform consumers about separate packaging collection. The waste consultants are co-financed by ARA. They are organized in the Association of Waste Advice Austria (VABÖ).
