In the 1990s he published articles in Korea that deal with modern political philosophy and a comparison between western and eastern philosophy . Since 2009 publications have followed that critically reflect Western historical thinking and the concept of world history.

According to Heuer, historical awareness is a term in history didactics that does not reflect the historical changes of the last decades enough. He calls for the topics of the rise of China, the multipolar world and the information society to be given greater consideration in the context of organized historical learning. Concerning the historical thought it calls for a rethinking of the concept of world history , which should be resolved in the terminology of stories.
