The AKLHÜ eV - network and specialist office for international personnel cooperation was founded in Bonn in 1963 as a working group "Learning and Helping in Overseas" eV (AKLHÜ for short). In 2018 the board of the association decided to only use the acronym and one year later had the official name of the association changed in the register.

The AKLHÜ eV is a network of organizations that place specialists and volunteers for learning services in international social projects in developing and emerging countries. Voluntary engagement in development cooperation is supported through political lobbying, mutual learning, educational work and the exchange of innovative and best practices. The members of the non-profit association include state-recognized development services, volunteer services and organizations in the field of development education.
