The Archives cantonales vaudoises are the state archives of the Swiss canton of Vaud .

history

Creation of the State Archives

The Vaud State Archives (Archives cantonales vaudoises) came into being with the independence of Vaud, when the last representatives of the Canton of Bern left Vaud on January 24, 1798, which had been Bernese for 262 years. It preceded all other memorial institutions that the cantonal administration of Vaud established over time after gaining sovereignty in 1803. As early as autumn 1798, the archives were returned from Bern to Lausanne. In doing so, the new authorities stated that they were not only claiming the archival material required for their official duties, but all of the holdings associated with the Vaud area.

As a result of the revolution, the archives of the Ancien Régime lost their legal and administrative importance. The historical dimension assigned from the 1840s onwards was not in any way apparent in the early days of the canton of Vaud. After the fiefs were dissolved in 1804, the old archival holdings were considered to be “useless and annoying” and were rated as “a mere mess of paper”. Some congregations took over their archives, others burned them. Before 1798–1803, archivists had differentiated between useful and useless documents. Then they took into account those that served as evidence or were classified as cultural monuments. Even if awareness of this was only gradually emerging, after the turning point of 1798, the archive inventories changed from instruments for administration and the preservation of legal claims to tools for access to historical evidence. The inventories that were previously only selective became more and more detailed in the 19th and 20th centuries. What had been neglected in previous centuries increasingly found its way into inventories and used in historical research.

In December 1837, the Grand Council ordered by decree that the second highest official in the State Chancellery, Pierre-Antoine Baron (1788–1868), who looked after the chancellery archives, was responsible for the organization and maintenance of the “big archive” in the cathedral was housed, should be responsible. This created the office of the state archivist. This was closely related to the administration, but was also characterized by a liberal spirit. Because the regulations for the office of state archivist corresponded to the needs of scientific research, which was subject to authorization. In addition, it obviously took into account the goals of the Société d'histoire de la Suisse romande .

From 1896 the state archivists controlled the municipal archives and usually also inventoried the archive holdings. The 2003 publication Panorama des Archives communales vaudoises 1401–2003 and the database Inventaire général des archives communales vaudoises avant 1961 show a situation that is unique in Switzerland: all municipalities have an inventory of their archives from the beginnings to 1960.

The texts show that the Vaud State Archives took over private archives from 1907 on the basis of proper agreements. The first documents from private ownership were probably recorded under Alfred Millioud, state archivist from 1895 to 1913.

The first traces of the debate in Switzerland on the principles of order can apparently be found in the Vaudois State Archives. The archivist and paleographer Ernest Grégoire, who studied at the École des chartes in Paris , recommended the principle of provenance in one of various drafts for the organization of old archives . His design from 1858 was commissioned by the Vaudois authorities. In other proposals, on the other hand, preference was given to the order of the subject matter. The State Archives took a few years and introduced their first registry plan in 1915. This brought with it a fragmentation of the earlier medieval and Bernese series and laid down the principle of pertinence for archive holdings before 1798, following the example of the inventories of the 19th century. The principle of provenance, which had been considered since 1858, was therefore not taken into account in later versions under the influence of the registry plans that the Vaudois state archivists received from other Swiss archives. Since then, the registry plan has been expanded to include several departments based on the principle of provenance. It was regularly redesigned and changed significantly between 1996 and 2007 in order to meet the requirements for harmonization of the vocabulary, the principles of level mapping and the requirements of a contextual presentation.

From 1798 the State Archives were housed in the bell tower ("tour du beffroi") of the Lausanne Cathedral , later in a former furniture store on Rue du Maupas in Lausanne, where a reading room was opened in 1955 (today the seat of the Lausanne City Archives). Since 1985, the State Archives have been located at the University of Lausanne (in the La Mouline quarter in Chavannes-près-Renens ) in a specially constructed building (architects: Guy and Marc-Henri Collomb, Atelier Cube).

Since January 1, 2014, the archive has been affiliated with the State Chancellery, with which it has always maintained close relationships. It is also the seat of the Association vaudoise des archivistes, the Société vaudoise d'histoire et d'archéologie and the Cercle vaudois de généalogie. The state archive is considered a cultural asset of national importance.

State archivists

The first official state archivist was Pierre-Antoine Baron (1837–1864). He was followed by Aymon de Crousaz (1864–1909), Alfred Millioud (1909–1913), Bernard Cérenville (1914–1915), Maxime Reymond (1915–1942), Louis Junod (1943–1963), Olivier Dessemontet (1963–1979) , Jean-Pierre Chapuisat (1979–1995) and Gilbert Coutaz (1995–2019).

In 2019, Delphine Friedmann was the first woman to be elected state archivist in Vaud.

According to the Archives Act of 14 June 2011 (the first to be voted on in the canton of Vaud), the Vaud State Archives are: • the central location for the archives of the executive, legislative and judicial authorities of the canton of Vaud; • a memory institution; • a space for reflection and research • an institution for storage and communication.

The Vaud State Archives were created in 1798 to hold official archives. Over two hundred years later, it is still primarily the central repository for official archives. The requirements with regard to the preservation of the cultural heritage and the expanded spectrum of sources and information carriers prompted the State Archives to involve new archivists and to enter into new partnerships. In order to keep the archive material in the context of its origin, photographs as well as film and audio documents are also included in addition to the written material, depending on the inventory. For other information carriers, agreements with other memorial institutions, in particular the Musée cantonal d'archéologie et d'histoire, are required in individual cases. The municipalities are responsible for managing their archives and maintaining them. The State Archives advise them on archiving policy issues and publish the guidelines for archiving management, which are updated regularly. It also has the right to inspect the municipal archives if necessary. Professional archivists meet in most of the district capitals and the most important municipalities in the canton. The Association vaudoise des archivistes has existed since October 1, 1996.

The Vaudois State Archive comprises 36,414 linear meters of archival material with 3,685 holdings, including over 1200 private archives, as well as 31,567 titles. This is where the archives of the various authorities that have been in succession since the year 1000 are kept: the records from the time of the Burgundian kings, the House of Savoy and the diocese of Lausanne (970–1536), the archives of the Bernese administration from 1536 to 1798 and the canton of Léman in of the Helvetic Republic and of course the official archives of the executive, legislative and judicial authorities since the foundation of the canton of Vaud in 1803. The private archives are very diverse. These include family archives, the archives of humanitarian organizations and corporations, sports, fashion, and media archives, etc. The State Archives also contain over 530 collections of photos with over a million physical units.
