The Arraya Tower , also Arraya 2 ( Arabic برج الراية الثاني, DMG Burǧ ar-Rāya aṯ-ṯānī ), is a skyscraper in Kuwait City , the capital of Kuwait . The tower opened in 2009 after a construction period of four years. The plans were published in 2001 by the client, the Salhia Real Estate Company . Its height to the top is exactly 300 meters, making it the tallest building in Kuwait until July 2010, when the 413 meter high Al Hamra Tower reached its final height. Since then, the Arraya Tower has been the second tallest building in the country. Office facilities are located on the 60 floors of the building. The building has 16 elevators.

The reinforced concrete building is part of the Arraya complex, where other, lower high-rise buildings are located.
